They too were bound to contribute, in fixed proportion, a quantity of their labors. The exact amount, which would eventually be fixed, was still being debated. These QUOTAS were necessary in a time of shortage. Everything was different after the Great Sentience. The public at large suddenly understood their crisis: it was a crisis of social imagination. It demanded a new language removed from the necessity of continual growth and debt. Those two concepts were the means through which the financial elite had manipulated an entire planet.
